If you don't want another Civil War to separate the Democrat Communists in Blue Cities and states from Constitutional Patriots, you can separate them financially. This will save untold Death and Destruction while allowing for eventual reunification after they have failed for lack of tax money from those who work in Red areas,

Presently, the Blue Cities and States have large uneducated unemployed populations with no skills and active in crime.
